Will Deniss's procedure, combining Nick's and his own procedure, work for both AT and ATX systems?

IE:

1 Unplug from wall
2 Press power button
3 Remove the CMOS battery
4 Short the CMOS battery holder contacts for a while
5 Leave the battery out overnight (if the above do not work)

Should the procedure be modified to accompany systems with and without the power supply on/off switch?
